The most common reason for such measurements is an incorrectly used turbine. Where you able to ensure that the turbine was pushed MAXIMUM forward and locked to the right?
If the turbine was installed correctly, we would recommend taking a test measurement within the team and checking whether the turbine is measuring correctly or is possibly defective. A correct measurement can be recognized by a plausible basal metabolic rate.
If the measurement was repeatedly low, we recommend cleaning the turbine. Sometimes foreign bodies (e.g. hair) accumulate. You can find instructions on how to clean the turbine correctly in the operating instructions.
